Nigeria lost 23m litres of diesel to illegal refining in 2018, says navy
The navy has disclosed that the country lost about 23.1 million litres of Automotive Gas Oil (AGO), known as diesel, as a result of illegal oil refining in 2018.Giving the 2018 scorecard of the Navy during the first quarter media dialogue at Navy Headquarters (NHQ), the Chief of Naval Staff (CNS), Vice Admiral Ibok Ette-Ibas, noted that ‘Operation River Sweep’, the special sea exercise aimed at curtailing noticeable activities of illegal oil refiners, particularly in Delta and Rivers states, destroyed 637 illegal refining sites in 2018 alone.
Represented by the Chief of Policy and Plans, Rear Admiral Begroy Ibe-Enwo, supported by the Chief of Training and Operations, Rear Admiral Makanjuola Kadiri, the CNS noted that 104 speedboats and 340 suspects were arrested for involvement in either illegal bunkering or smuggling.
Operation River Sweep involves air surveillance, special forces by gunboats, pulling down of located illegal refining sites with swamp buggies as well as arrest/destruction of boats and barges found in such locations.
According to him, about 212,610 litres of premium motor spirit (PMS) or petrol and 1.2 million litres of dual purpose kerosene (DPK) were also lost.
“Highlight of seizures and arrests shows that the quantity of oil lost as a result of illegal oil refining activities in 2018 is about 277,040 barrels.”
Towards checkmating the criminal tendencies of oil thieves and illegal bunkerers, it was disclosed that the navy now carries out round-the-clock surveillance of the maritime space using the Regional and Maritime Awareness Capability (RMAC) and Falcon Eye Facilities in addition to vessels and helicopters.
While noting that the Navy has 24 Maritime Domain Awareness (MDA) centres across the nation’s coastline, the navy said, “With the arrest of the 46 vessels and barges in 2018, it is envisaged that the MDA facilities would help to present a complete, clear, detailed and updated situation of Nigeria’s maritime domain and, by extension, the Gulf of Guinea when the proposed sites are completed.
On the establishment of naval security stations to man identified choke points through which most attacks on sea-going vessels and other operations occur, the navy said, “It involves deployment of armed personnel in houseboats in strategic locations within the creeks supported by patrol boats. So far, nine houseboats, otherwise known as Naval Security Stations, have been deployed where crude oil theft and illegal refining activities are known to be prevalent.”
Speaking on recruitment in the Navy, the Naval Secretary, Rear Admiral Funebi Ogu, disclosed that 110,000 applications had been received from Nigerians wishing to join the force, out of which a little over 1,000 would be shortlisted.
He warned applicants to note that application, which is done online, is free; hence no applicant should be deceived into paying money to fraudsters.
Acting Pentagon chief makes surprise Baghdad visit
Acting Pentagon chief Patrick Shanahan made an unannounced visit to the Iraqi capital on Tuesday for talks on the sensitive issue of a continued US troop presence after Washington withdraws from neighbouring Syria.Shanahan is keen to reassure Iraqi leaders after President Donald Trump angered many by saying he wanted to maintain some troops at the Al-Asad airbase, northwest of Baghdad, to keep an eye on Iran.
The acting defence secretary, who flew in from Afghanistan on his foreign tour since taking office last month, was due to hold talks with Prime Minister Adel Abdel Mahdi and top military advisers, as well as Lieutenant General Paul LaCamera, the commander of anti-IS coalition forces.
“Our main partnership and military activity in Iraq is the de-ISIS (IS) mission,” a senior Pentagon official told journalists travelling with Shanahan, keeping the focus on the fight against Islamic State jihadists.
Washington was also pressing its allies to repatriate their nationals captured and taken prisoner after fighting fought for IS in Iraq and Syria, the official said.
“We think coalition members need to take responsibility for their citizens who are fighters. It’s been a message we’ve delivered time and time again. And we are seeing hopeful progress,” he said.
Trump’s comments about Iran, in an interview with CBS television aired on February 3, drew a stern rebuff from President Barham Saleh, who said the use of Iraq as a base against a third country violated its constitution.
They also sparked renewed calls for a US withdrawal both from pro-Iran factions within the government and from Iran-trained armed groups whose power has risen sharply during the fightback against the Islamic State group that culminated in December 2017.
Those calls are likely to intensify as Washington carries out the full troop withdrawal from Syria unveiled in a shock announcement by Trump in December.
The plan, judged hasty by both US allies and senior figures within Trump’s own administration, prompted the resignation of Shanahan’s predecessor, Jim Mattis.
But with US-backed Kurdish-led fighters poised to overrun the Islamic State group’s last tiny enclave in eastern Syria, perhaps as early as this week, the withdrawal, which other administration figures had managed to slow, is now likely to gather pace.
Trump’s comments about the al-Asad airbase came after the US president had already angered Iraqi leaders in December by paying a Christmas visit to US troops based there without travelling to Baghdad to talk with them.
“We spent a fortune on building this incredible base. We might as well keep it,” Trump said in the CBS interview.
“One of the reasons I want to keep it is because I want to be looking a little bit at Iran because Iran is a real problem,” he added.
A draft law that would set a timetable for a US troop withdrawal is now before the Iraqi parliament.
It is backed by both of Iraq’s most powerful political groupings, the nationalist alliance led by radical Shiite cleric Moqtada Sadr, and the pro-Iran movement of former anti-IS fighters.
At a rare joint news conference on Monday, the two groupings demanded at the very least a “new agreement” setting tight conditions on any future foreign troop presence.
Following the US-led invasion that overthrew since-executed dictator Saddam Hussein in 2003, US troop numbers peaked at some 170,000 before a full withdrawal was completed in 2011.
Troops returned to Iraq in 2014 as part of an international coalition set up to fight IS after it swept through much of the north and west as well as swathes of neighbouring Syria that year.
Mexican drug lord ‘El Chapo’ found guilty by NY jury
Mexican mobster Joaquin “El Chapo” Guzman was found guilty Tuesday by a New York jury of crimes spanning a quarter of a century as head of one of the world’s most powerful drugs gangs.The 61-year-old former head of the Sinaloa cartel — famed for his brazen escapes from Mexican prisons — faces a possible life sentence after being convicted of smuggling tons of cocaine, heroin, methamphetamine and marijuana into the United States.
He was also found guilty of money laundering and illegal weapons possession charges.
In a three-month trial that unfolded like a real-life telenovela, Guzman’s former beauty queen wife and a parade of his lovers and henchmen took the witness stand under the gaze of the onetime drugs kingpin.
In his closing arguments late last month, Guzman’s lawyer Jeffrey Lichtman asked the jury not to convict on the basis of the “garbage” testimony of government witnesses.
Lichtman contended that Guzman was merely a “scapegoat,” and that the real culprit in the drug trafficking operations was Ismael “El Mayo” Zambada, the co-founder of the Sinaloa cartel.
“Mayo has been the largest narcotrafficker for decades in Mexico. He has never been arrested. He has paid hundreds of millions of dollars to stay free,” Lichtman said.
The government, meanwhile, appealed to the jury not to let Guzman escape — an allusion to his two spectacular jail breaks in Mexico, the last one in 2015 through a tunnel from a shower area in his cell.
“Do not let him escape responsibility. Hold him accountable for his crimes. Find him guilty on all counts,” US assistant attorney Andrea Goldbarg said in her closing arguments.
During the trial, the government presented 56 witnesses and troves of incriminating material, including intercepted calls between Guzman and his associates, and conservations taped secretly by informants, over a period stretching almost three months.
The defense called just one witness, an FBI agent put on the stand in an attempt to undermine the credibility of one of Guzman’s cocaine suppliers who had testified against him.
The defense’s strategy centered on attacking the credibility of the cooperating witnesses — former secretaries, pilots, cocaine suppliers, Guzman’s top trafficker in the United States, a manager, an accountant, a former communications chief, and even a former lover.
Most are serving prison sentences and hoped to have their penalties reduced in return for their cooperation with prosecutors.
“Those witnesses not only admitted to lying every day of their lives, their miserable, selfish lives — they lied to you here in the courtroom,” Lichtman said.

South-East soldiers, biggest casualties of Boko Haram war
The apex Igbo socio-cultural organisation, Ohanaeze Ndigbo, has accused President Muhammadu Buahri and his party, the All Progressives Congress, of deceiving Nigerians with phony promises they do not intend to fulfil.
The National Publicity Secretary of the group, Uche Achi-Okpaga, said this on Friday in an interview with SUNDAY PUNCH.
The Ohanaeze’s spokesperson therefore predicted electoral defeat for Buhari in the February 16 presidential poll, saying Nigerians, especially the Igbo, had seen the deception of the ruling party.
He accused the Buhari-led administration of making attempts to decimate Igbo people in the military, saying indigenes of the South-East in the military had suffered the heaviest casualties in the war against the Boko Haram in the North-East.
He said, “The present administration has not done well for the Igbo people. There is calamitous violence in the North and Nigerians soldiers are being killed in hundreds. We found out that south easterners in the military had continued to be killed in a large number and they are followed by those from the Middle Belt. This is a deliberate effort to decimate the number of Igbo people in the Nigerian Army.”
Achi-Okpaga accused the government of neglecting the South-East in terms of developmental projects while staging a series of military operations there despite that the region was peaceful.
The Ohanaeze spokesman added, “In the South-East, the government has brought Operation Python Dance; this is the third one. Presently in Nigeria, the South-East is the most peaceful region. Armed robbery, kidnapping have been reduced to the barest minimum. There is no violence anywhere in the South-East; still, they are sending soldiers to attack the whole place. But where there is violence in the North-East, they have no solution.”
